I have a 7531 and I am using it on a nitrous application. Is there a way to ramp timing back in after the step retard is activated? It would be great to be able to do this for each step. Or is this what the SEC. Value does?

Unfortunately you will not be able to ramp timing back up on a time base, it could only be done RPM base and using the Gear Curve in each gear to ramp the timing back up at a certain RPM. The SEC. value is only to retard the timing on a time base for a progressive system.

Does the SEC. Value Ramp the Timing Back off or is it a On Off Switch Based On Time

The SEC. value will only ramp the retard "ON" on the time set, it will not advance.
